Notice on Controlling International Passenger Flights during the Epidemic Prevention and Control Period


To All Transport Airlines:

Currently, the efforts of preventing imported COVID-19 cases are faced with grim and complicated situation. In accordance with the requirements of the State Council for joint prevention and control of imported cases and in order to implement targeted measures in strengthening efforts to control the risk of imported cases, CAAC has made the decision to set up overall control on the number of international passenger flights. The details of the arrangement are as follows:

1. The number of flights operated by each airline on each route shall not be increased compared to the Information on International Flight Plans (Phase Five) published on the official website of the CAAC on March 12.

2. Changes to flight plans (including readjustment & reduction of flight plans and changes of flight numbers, dates, aircraft types etc.) shall be filed no later than 15:00 of each Wednesday, and one week prior to the expected week of execution, via email (for domestic airlines, to guojichu@caac.gov.cn; and for foreign airlines, to intl@caac.gov.cn). No filing by the above-mentioned time limit shall be deemed as no change.

3. Approval of international passenger flight plans shall be published and updated on the official website of CAAC on every Thursday.

4. Airlines shall, based on the information released as reference to paragraph 3 of this Notice, apply for Pre-Flight Plan to the Operation Supervisory Center of CAAC.

5. This Notice shall take effect on the date of its issuance and the expiration date shall be notified separately.
