Liang Nan Leads a Delegation to the 59th Conference of Directors General of Civil Aviation, Asia and Pacific Region

From October 14 to 18, the 59th Conference of Directors General of Civil Aviation, Asia and Pacific Region was held in Cebu, Philippines. Liang Nan, Deputy Administrator of CAAC, led a delegation to attend the event and participated in a high-level panel discussion on the theme of “Shaping the Future of Aviation: Sustainable, Resilient, and Inclusive”. More than 300 representatives from 37 civil aviation authorities in the Asia-Pacific region and 11 international organizations attended this event. The President of the ICAO Council, Salvatore Sciacchitano, ICAO Secretary-General, Juan Carlos Salazar, and ICAO APAC Regional Director, Ma Tao, were also present.

During the high-level panel discussion, Liang Nan shared valuable experiences from China’s civil aviation sector in enhancing service networks, unlocking market potential, and strengthening development resilience through the “Trunk and Branch Connectivity, Full Network Integration” service model. She introduced new initiatives aimed at fostering the low-altitude economy development through deepened reforms, thereby enhancing the industry’s role in supporting the sustainable development of the economy and society. Liang also advocated for increased openness, enhanced connectivity, and pragmatic cooperation among nations to jointly promote safe local development and create a more resilient and inclusive civil aviation industry. Additionally, Liang provided information on China’s advancements in integrating air and rail transport to build up strength in transport and drive high-quality development.

The Chinese delegation engaged in extensive discussions with various parties on topics such as aviation safety, air navigation, aviation security and facilitation, the economic development of air transport, and aviation and the environment. They actively shared China’s solutions and experiences, presenting 16 working papers that received significant attentions. Several measures and proposals, including those on air traffic flow management and the application of AI in aviation security, were incorporated into the conference’s list of action items. The delegation also participated in an ICAO-hosted assistance seminar, talked about the support that China provided to the global civil aviation industry, particularly to developing countries in the APAC region, and shared insights and experience on promoting the safe development of civil aviation in the region.

During the conference, the Chinese delegation met with the ICAO Council President and Secretary-General, held bilateral meetings with representatives from the Philippines, Japan, Vietnam, Mongolia, Bangladesh, Timor-Leste, Papua New Guinea, Solomon Islands, the UAE, French Polynesia, and the European Union Aviation Safety Agency. These discussions focused on expanding air transport markets, improving cooperation mechanisms, and deepening collaboration projects. The delegation also had exchanges with Philippine Airlines on its operations in China and discussed with the International Air Transport Association, the Flight Safety Foundation’s Asia Pacific Center for Aviation Safety, and the International Centre for Aviation Innovation of Singapore on strengthening cooperation.
