CAAC Conveys and Implements the Guiding Principles of the Two Sessions
On March 13, CAAC held a tele-conference to convey, study, and implement the guiding principles of the Two Sessions (NPC and CPPCC sessions), and to mobilize and deploy an educational campaign aimed at thoroughly implementing the central Party leadership's eight-point frugality code.
CAAC Administrator Song Zhiyong presided over the meeting and emphasized efforts to faithfully study and implement the guiding principles of President Xi Jinping's important speech, earnestly implement the requirements laid down by the Two Sessions, carry out study in a solid manner, transform the gains into a powerful driving force for promoting high-quality development in civil aviation, strive to accomplish the annual goals and tasks for safe development, ensure the successful conclusion of the Civil Aviation's 14th Five-Year Plan and contribute civil aviation efforts to the comprehensive advancement of building a strong nation and the great cause of national rejuvenation.
Hu Zhenjiang and Han Jun, members of the CPC Group of CAAC and Deputy Administrators of CAAC, conveyed the guiding principles of the Third Session of the 14th National People's Congress (NPC) and the Third Session of 14th National Committee of the Chinese People's Political Consultative Conference (CPPCC), as well as the guiding principles of the meeting of the Central Party Building Leading Group. Ma Bing and Liang Nan, members of the CPC Group of CAAC and Deputy Administrators of CAAC, attended the meeting.
Song emphasized the need to shoulder the responsibilities in an earnest way, and to do a good job in civil aviation throughout the year.
First, efforts should be made to strictly implement the work safety requirements and firmly safeguard the aviation safety, the redline. We need to be fully mobilized to act upon President Xi Jinping's important instructions on civil aviation safety, establish firmly the concept of safe development, effectively strengthen the organization of transportation and operations, enhance the development of key professional teams such as pilots, improve the airworthiness management of aircraft, and strengthen the prevention of bird strikes and foreign object debris to ensure a stable and controllable safety situation.
Second, we need to adhere to the principle of seeking progress while maintaining stability and drive the high-quality development of civil aviation to a new level. We will guide enterprises to actively explore the domestic aviation market by focusing on comprehensively expanding domestic demand; optimize the layout of international route networks by centering on high-level opening-up; steadily advance the development of international aviation hubs by aligning with major national strategies. We need to coordinate the development of general aviation and low-altitude economy by accelerating the development of a modern industrial system; effectively reduce costs, improve quality, and enhance efficiency in air logistics by serving the optimization of industrial and supply chain structures; and systematically improve overall operational efficiency and accelerate the digital, intelligent, and green transformation of the industry by enhancing the industry's core competitiveness.
Third, we need to have the strong perseverance to until a task is done, and continuously deepen reforms to strengthen the internal driving force of industry development. We will actively participate in deepening the reform of the integrated transportation system, improve policies and measures to promote the safe and orderly development of general aviation and low-altitude economy, refine the rules and regulations for market access, orderly competition, and fair regulation in civil aviation, and enhance the mechanisms for civil aviation to serve major national strategies. We also need to advance the implementation of the medium- and long-term plan for civil aviation science and technology, and coordinate efforts in low-carbon energy application, carbon market development, and operational efficiency improvement.
Fourth, we will follow the spirit of reform and strict standards to advance the comprehensive and in-depth development of comprehensive and rigorous governance over the Party. We will continuously strengthen the Party's political integrity, deepen the application of the Party's innovative theories, focus on improving the leadership team and building a strong cadre and talent pool, promote frontline Party building in a categorized manner, intensify efforts to uphold discipline and fight corruption, and effectively strengthen the building of a clean and honest civil aviation sector, providing a strong support for promoting the high-quality development of civil aviation.
