Construction Has Resumed on All 30 Major National Airport Projects

Recently, CAAC has achieved remarkable results in the implementation of decisions made by the CPC Central Committee and the State Council on the reasonable prevention and control of COVID-19 and on organizing enterprises to resume production in an orderly manner. As of March 25, construction on 30 major national airport projects has been resumed.
CAAC has taken proactive measures since the outbreak of COVID-19, and starting from three major aspects, namely developing relevant policies, establishing coordinating mechanisms for major projects, as well as resolving problems, major construction projects of civil aviation have gone back on track. According to the guideline given by General Secretary Xi Jinping on a meeting to advance the work on coordinating the prevention and control of COVID-19 and economic and social development, CAAC successively issued the Notice on Accelerating the Resumption of Major Civil Aviation Infrastructure Projects, the Technical Guidance on the Prevention and Control of COVID-19 for the Resumption of Civil Aviation Construction Projects and the Notice on Adjusting Methods of Civil Aviation Administrative Approval amid the Outbreak of COVID-19. CAAC also developed policies to provide guidance for construction entities to balance the prevention and control of COVID-19 and the resumption of production, and enhanced the efficiency of administrative approval, thus speeding up the groundwork for major projects. In order to get timely construction updates of these projects, CAAC has developed coordinating mechanisms for major projects, including one for the resumption of major civil aviation infrastructure projects, and weekly as well as monthly video conferences are held to coordinate and track construction updates of major projects and to make plans for the next step. In addition, CAAC has actively communicated with local governments and construction entities to provide assistance in issues such as the purchase and storage of supplies used for the prevention and control of the epidemic, the purchase and transportation of construction materials, the transportation and protection of returning workers, the prolonged cycle of project evaluation, and the suspension of project bidding and transaction, and carried out fixed-point poverty alleviation to arrange charter flights transporting workers back to their posts to resume construction of Yutian airport. These measures have sped up the resumption of major projects while preventing and controlling the epidemic.
For the next step, CAAC will continue to implement the decisions made by the CPC Central Committee and the State Council to ensure both the prevention and control of COVID-19, and the resumption of major projects, and shift the focus from resumption rate to quality and promote major civil aviation projects to go back on track in a targeted and steady manner so as to achieve the construction goal of this year with high quality.
